Grants to Utah nonprofit organizations, schools, faith-based organizations, local government units and tribal governments to help needy families move out of poverty. Applicants must submit a letter of intent prior to submitting a full proposal. Program areas include youth development and building assets and financial capability. Programs should serve low-income, at-risk families. Focus areas include preventing and reducing the incidence of out-of-wedlock pregnancies and encouraging the formation and maintenance of two-parent families.

  1. Applicants are required to use a research-based design or model shown to directly support either:
    • The reduction of out-of-wedlock pregnancy as outlined in TANF Purpose 3; or
    • The support or maintenance of two-parent families as outlined in TANF Purpose 4.
  2. Applicants must select one service from the list below. If providing multiple services, the applicant must submit a separate grant application for each service.
    • Financial Capability/Asset Building
    • Youth Development
  3. Programs currently under contract for TANF funding with the Department of Workforce Services (DWS) who are proposing to provide Financial Capability/Asset Building or Youth Development services must be able to provide either:
    • The same services at a different location; or
    • New services at the same location.
  4. Applicants must provide a detailed plan of how they intend to sustain the program once the grant expires.

Expected Outcome:

Grant period will be April 1, 2020 to March 31, 2023.

These behaviors and attitudes will be identified and measured in accordance with each program's grant proposal.

Estimated Size of Grant:

A maximum amount of up to $900,000 per contract will be awarded. DWS reserves the right to award partial grants.

Term of Contract:

Grant period will be April 1, 2020 to March 31, 2023.

Additional Eligibility Criteria:

The following are encouraged to apply: public and private schools, local governments, public or private not-for-profit organizations, faith-based organizations, state offices and agencies, units of local governments and Indian tribal governments.

Programs that have a religious affiliation will be required to provide assurances that grant funds will not be used for religious instruction.
