Grants to USA and territories agencies, IHEs, for-profits, Tribes, and nonprofits to conduct research in the areas of promoting justice and reducing gender-based violence. Applicants are advised that required registrations may take several weeks to complete. Funding is intended to support the rigorous development of objective and independent knowledge and validated tools, and to disseminate them to stakeholders and policymakers to inform formulation of strategies and practices to reduce violence against women.

With this solicitation, NIJ seeks proposals for rigorous research and evaluation projects to support the development of objective and independent knowledge and validated tools to reduce violence against women (VAW) (including violence against elderly women and American Indian and Alaska Native women and girls), promote justice for victims of crime, and enhance criminal justice responses. For that reason, this solicitation seeks applications for grant funding to conduct research and evaluation projects examining a broad range of topics, including the crimes of domestic and family violence, homicide, intimate partner and dating violence, rape, sexual assault, stalking, and sex trafficking, along with the associated criminal justice system response, procedures, and policies.

In Fiscal Year (FY) 2021, NIJ is interested in research responding to the following two priority areas:

  • Priority Area 1: Evaluation Research on Violence Against Women (VAW) Programs
  • Priority Area 2: Research on VAW

For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

Federal agencies are eligible to apply. Any award made to a federal agency will be made as an inter-agency reimbursable agreement.

NIJ will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).

NIJ is interested in supporting researchers who are early in their careers and new to NIJ’s research grant portfolios, specifically non-tenured assistant professors, or equivalent full-time staff scientist positions in a research institution, who propose research on topics relevant to NIJ’s Office of Research, Evaluation and Technology (ORET). To that end, NIJ may give, in appropriate circumstances, special consideration in award decisions to applications proposing such researchers as principal investigators.

Foreign governments, foreign organizations, and foreign colleges and universities are not eligible to apply.

What will not be funded:
- Applications primarily to purchase equipment, materials, or supplies. (A budget may include these items if they are necessary to conduct research, development, demonstration, evaluation, or analysis.)
- Applications that are not responsive to the purposes of this specific solicitation.
- Programs or services unrelated to the scope of the research project or existing programs or services being evaluated.
- Training in support of programs or direct services unrelated to or associated with the proposed research project.
- Applications involving tribal governments or being conducted on tribal lands that do not have an executed tribal resolution, executive order, or letter of commitment from the tribal authorized representative (e.g., tribal council, tribal administrator, executive director) sanctioning the partnership/project.

Pre-Application Information:

Applicants are encouraged to submit a letter of intent to apply by February 8, 2021. Submitting a letter of intent will not obligate a potential applicant to apply. Applicants who do not provide a letter of intent can still apply.

The SF-424 and the SF-LLL will be submitted in Grants.gov by 11:59 p.m. eastern time on April 13, 2021. OJP urges applicants to submit applications at least 72 hours prior to the application due date to allow time for the applicant to receive validation messages or rejection notifications from Grants.gov and to correct in a timely fashion any problems that may have caused a rejection notification.

The full application will be submitted in JustGrants by 11:59 p.m. eastern time on April 27, 2021.

In FY 2021, applications will be submitted to DOJ in a new two-step process:
- Step 1: Applicants will submit an SF-424 and an SF-LLL in Grants.gov. To register in Grants.gov, applicants will need to obtain a Data Universal Numbering System (DUNS) and System for Award Management (SAM) registration or renewal.
- Step 2: Applicants will submit the full application including attachments in JustGrants.

To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.
