Grants to Washington qualifying small businesses in eligible locations to support operations and increase resilience in the aftermath of the Coronavirus (COVID-19) crisis. Grant funds may be used for general operations, debt relief, and for expenses related to COVID-19. Funding is intended to support Snohomish County businesses in the Aerospace sector and businesses that are tenants of Paine Field Airport.

Snohomish County announced the creation of the First in Flight Fund (F3), focused on supporting both the Paine Field Airport as well as the Aerospace sector in sustaining operations, keeping local residents employed and revitalizing business resiliency.

The Snohomish County F3 Program will support businesses through a two-pronged approach:

  • Awarding grants to Paine Field Airport tenants – prioritizing those that provide services essential to the continued aircraft operations at Paine Field Airport
  • Awarding grants to Aerospace sector small businesses

Through the F3 Program, eligible businesses operating in Snohomish County that have been adversely affected by COVID-19 will have the opportunity to apply for cash assistance to:

  • Increase resiliency
  • Support recovery
  • Help mitigate the impacts of revenue reductions associated with COVID-19
Awarded small businesses will only use grant funds for approved, allowable functions in the following three categories: Payroll Protection and Operating Expenses; Debt Relief; and COVID-19 Expenses. Estimated Size of Grant:

Snohomish County anticipates awarding cash grants of up to $1,000,000 through the grant’s administrative entity, Workforce Snohomish.

Term of Contract:

This solicitation will result in grant award agreements with an anticipated June start date, exact start date TBD.

Additional Eligibility Criteria:

To be eligible for F3 as a Paine Field Airport tenant, the applicant must be a small business AND meet the following criteria:
1. Business has been negatively impacted by the COVID-19 pandemic
2. Must be a current Snohomish County Airport tenant with employees on-site as of 3/1/2020
3. Must be in business continuously since 3/23/2019
4. Business is licensed to do business in the State of Washington
5. Must not be in arrears on any taxes owed to any jurisdiction as of 12/31/2019
6. Must certify that the business activity and revenues are lawful within the State of Washington
7. Business is not suspended or debarred from the use of federal funds
8. Business is not facing any pending litigation or legal action
9. Demonstrate that the business was a going concern before 3/23/2020

To be eligible for F3, Aerospace Sector Small Businesses must be a small business in the Aerospace Sector AND meet the following criteria:
1. Business has been negatively impacted by the COVID-19 pandemic
2. Must be a small business
3. Must be in business continuously since 3/23/2019
4. Business is licensed to do business in the State of Washington
5. Business has been in operation for at least one year in Snohomish County (at time of application)
6. Business is not facing any pending litigation or legal action
7. Business is not suspended or debarred from the use of federal funds
8. Business is physically located in Snohomish County
9. Able to demonstrate that the business was a going concern before 3/23/2020

The following is a non-exhaustive list of examples of disallowable functions for grant funds:
- Any county tax, lease, fine, service fee or any other payment that is owed to Snohomish County
- Any expenditure that would violate Snohomish County’s Human Rights Policy
- Any expenses that were previously recovered from the CARES Act or any government financial assistance program
- Paying off non-business debt, such as personal credit cards for purchases not associated with the business
- Purchase personal expenses such as buying a new family car or making repairs to a home
- Direct financing to political activities or paying off taxes and fines
- Purchase of personal items
- The purchase of drugs, tobacco, and/or alcohol
- Food and entertainment
- Bonuses
- Travel not associated with direct business operations

Applications will be accepted between 5/21/2020 and 6/3/2020 at 5:00pm. No applications will be accepted after 6/3/2020 at 5:00 pm.
