Grants of up to $50,000 to Pennsylvania small businesses in eligible counties to mitigate financial losses incurred due to the Coronavirus (COVID-19) pandemic. Funding is intended to support rent and utility payments, debt repayments, salaries, insurance premiums, health care benefits, reopening costs, and other expenses. Grants are available to qualifying businesses within Allegheny, Beaver, Greene, Lawrence, and Washington Counties.

Eligible Use of Funds:

  1. Payroll costs, costs related to the continuation of group health care benefits during periods of paid sick, medical, or family leave, and insurance premiums.
  2. Working capital for the purpose of paying mortgage principal and interest payments (but not mortgage prepayments); and principal and interest payments on any other debt obligations that were incurred before February 15, 2020.
  3. Rent payments, utility payments.
  4. Working capital for the purpose of covering the costs of re-opening business operations after being fully or partially closed due to the state-mandated business closure period commencing March 2020, as long as the expense was incurred due to COVID-19.
  5. Any expenses (costs) incurred related to the expense of implementing COVID-19, including but not limited to specialized equipment, barriers, PDE’s, and employee training expense to ensure compliance with state and federal CDC guidelines for reopening.
  6. Any COVID-19 related expenses not already paid for with other relief measures such as state grants or loans, US SBA Paycheck Protection Loans, local or regional grant and/or loan programs.

The amount of grant funding ranges from $5,000 to $50,000. Businesses are eligible based on their annual revenues as documented in their most recent tax return:

- Annual revenue up to $50,000: $5,000 grant
- Annual revenue $50,001 – $75,000: $10,000 grant
- Annual revenue $75,001 – $100,000: $15,000 grant
- Annual revenue $100,001 – $250,000: $20,000 grant
- Annual revenue $250,001 – $500,000: $25,000 grant
- Annual revenue $500,001 – $750,000: $35,000 grant
- Annual revenue $750,001 – $850,000: $40,000 grant
- Annual revenue $850,001 – $1,000,000: $50,000 grant

Additional Eligibility Criteria:

Eligibility requirements:

- Any for-profit business or individual dba as a business in the state of Pennsylvania
- Must be in business by February 15th, 2020
- Use of funds must be related to COVID-19
- Is physically located, certified to do business, must file a Pennsylvania tax return and generate at least 51% of its revenues in Pennsylvania;
- Has gross annual revenue of $1 million or less (prior to March 1, 2020); and
- Has 25 or fewer full-time equivalent employees prior to February 15, 2020.
- Businesses must currently be operating or have a clear plan to re-open once the Commonwealth permits re-opening of the business.

Eligible businesses may be structured as C-corporations, S-corporations, limited liability corporations, sole proprietors, independent contractors or self-employed individuals.

The program will give additional consideration to the following factors: Women-owned businesses, communities targeted for business investment by state government programs like Main Street and Elm Street, and rural communities.

At least 50% of the grants to small businesses will be awarded to Historically Disadvantaged businesses. Historically Disadvantaged businesses are at least 51% owned and operated by persons who are Black, Hispanic, Native American, Asian American, or Pacific Islander because they have traditionally been discriminated against and disadvantaged when seeking financial services and financial products.

Pre-Application Information:

The second application window opened Monday, August 10, 9:00 a.m. and will stay open through Friday, August 28, 11:59 p.m. This will be the final round of funding unless the funding source receives additional funding.

If you are awarded you will be notified within 27 business days of the close of the application window.

If you applied in Round 1 and did not receive funds, your application will be automatically rolled into Round 2. Do not submit another application.

Owners of multiple businesses will be considered for only one grant Please do not submit more than one application. Submitting multiple applications will delay processing of your application and will reduce your chance of approval.
