Grant Description
Grants to Utah school-age programs to provide summertime programming for youth during the Coronavirus (COVID-19) crisis. Funding is intended to support youth development through a specialized and tailored curriculum. Funds may be used for supplies, salaries, transportation, program activities, and other expenses required to ensure compliance with Child Care Licensing health and safety protocols.

There is a recognized and continuous need for support in the out-of-school time (OST) community. The Department of Workforce Services, Office of Child Care (DWS, OCC) is proactively supporting efforts for OST programs throughout the State of Utah to offer summer programming. This grant will provide support during the summer months with a focus on Social and Emotional Learning (SEL) to support youth development following an unusual school year due to the COVID pandemic. The School-age Summer Expansion Grant is intended to support programs serving youth five (5) years old through 12 years old.

Programs must show commitment to increasing the SEL competencies of youth through the utilization of a structured curriculum focusing on one or more of the following:

  1. Self-awareness
  2. Self-management
  3. Social awareness
  4. Relationship skills
  5. Responsible decision making

By the end of the contracted grant cycle, grantees will report:

  1. 100% of Program Sites will meet and report their proposed  Average Daily Attendance (ADA) or higher.
  2. Youth will have a positive perception of the five (5) SEL competencies as measured by a participant post-survey.

Additional Eligibility Criteria
This grant opportunity is available to existing DWS-Approved Exempt or Licensed Exempt school-age programs with a facility number issued by the Child Care Licensing Program.

In order to be considered eligible for this grant, the applicant shall meet the following requirements:
1. Be an existing DWS-Approved Exempt or Licensed Exempt school age program;
2. Provide a regular, formally supervised out-of-school time program for youth, ages 5-12:
i. A minimum of six (6) weeks during the summer months, four (4) hours per day, Monday through Friday; or
ii. A minimum of six (6) weeks during the summer months, eight (8) hours a day, Monday through Friday.
3. Funding is not available for one-time or sporadic club activities;
4. Serve a minimum Average Daily Attendance (ADA) of 15, or 75 percent of program capacity;
5. Allow youth to attend all hours of programming each week;
6. Provide SEL activities;
7. If fees are charged, offer a sliding fee scale or accept child care assistance (subsidy) in order to provide equal access for families of all income levels; and
8. Comply with all Department of Health, Office of Child Care Licensing requirements, including any health and safety requirements related to the COVID-19 pandemic.

Questions requesting clarification or interpretation of any section of the School-age Program Summer Expansion Grant must be submitted to the email address, below. All questions and answers will be posted online: Questions and responses are made public and will be answered through May 13, 2021 5:00 PM, MST.

Electronic Application and Additional Documents Submission: No later than 5:00 p.m. (MT) Friday on May 14, 2021. **No paper copies will be accepted. Late applications will not be accepted.

Anticipated Grant Award Date: First come, first serve upon approval of complete application and budget. Awarded grantees will be notified no later than May 21, 2021.

Award Effective Date June 1, 2021

Applications will be reviewed on a first-come-first-served basis until Friday, May 14, 2021.

Prioritization of funding will be given on a first-come, first-served basis if all eligibility requirements are met upon receiving the grant application.

Estimated Size of Grant
A maximum amount of up to $350,000 per organization will be awarded with no more than $50,000 allocated to each program site.
