Loans of up to $10,000 and grants of up to $10,000 to Ohio small businesses in eligible locations for assistance during the Coronavirus (COVID-19) health crisis. Loans may be used as capital or operating funds and grants may be used for expenses related to PPE and other safety measures. Cleveland businesses may apply. Operating Costs eligible for reimbursement include rent, payroll, utilities, inventory, and other working capital needs.

In order to be eligible for the program the business must have been operating on March 1, 2020 and must demonstrate impact from the coronavirus on cash flow or revenue. Preference will be given to entities that are able to retain and/or restore pre-coronavirus employment, and that show a substantial negative impact on revenues.

Estimated Size of Grant:

Businesses may receive a $10,000 loan for working capital and operations costs and a $10,000 grant to offset costs of PPE and other safety measures.

Additional Eligibility Criteria:

The Emergency Working Capital program is designed to assist businesses whose operations are specifically impacted by COVID and have had to take exceptional measures to maintain operations throughout the pandemic.

The Emergency Working Capital Program loan is to reimburse for operating costs (rent/mortgage payments, utilities, and payroll) incurred for the months of March 2020 onward. There are no fees with this application and no closing costs. Interest rate is 0% until January 1, 2022 at which time the interest rate is 1%. Payments are deferred until January 1, 2022. Repayments will be equal to $15/month for every $1,000 borrowed until the loan is repaid.

Eligible Small Business Verification (Please choose one):
- Applicant is a business with not more than 500 employees.
- Applicant is an individual who operates under a sole proprietorship, with or without employees, or as an independent contractor.
- Applicant is a cooperative with not more than 500 employees.
- Applicant is an Employee Stock Ownership Plan (ESOP), as defined in 15 U.S.C. 632, with not more than 500 employees.
- Applicant is a tribal small business concern, as described in 15 U.S.C. 657a(b)(2)(C), with not more than 500 employees.
- Applicant is a business, including an agricultural cooperative, aquaculture enterprise, nursery, or producer cooperative, that is small under SBA Size Standards found at https://www.sba.gov/size-standards.
- Applicant is a business with more than 500 employees that is small under SBA Size Standards found at https://www.sba.gov/size-standards.

Please note that the deadline for complete applications is JUNE 11th. Applications will not be accepted after this date.

With the lifting of the Mayor’s Emergency Declaration on May 31 and the Governor’s Health Orders on June 2 for most businesses, the Department of Economic Development will no longer be accepting applications for the Emergency Working Capital Loan program and the Safe Operations Grant program after June 11, 2021.
