Grant Description
Grants to Illinois individuals and households in eligible locations for financial assistance. Funding is intended to help income-eligible residents pay for electric, water, and gas bills, as well as repairing or replacing their heating systems. Grants are available to residents who are in need of financial assistance and who reside in Cook County.

Additional Eligibility Criteria
Applicants must reside in Cook County. Renters may apply for the LIHEAP-DVP program.

Most CEDA utility assistance programs determine income eligibility based on the gross income of the household in the last 30 days.

All assistance programs can accommodate an undocumented resident in your household.

Pre-Application Information
The LIHEAP DVP Program will end on Wednesday, May 31, 2023. The application period resumes Fall 2023.
