Grant to a Pennsylvania nonprofit organization, educational agency, for-profit entity, business or trade association, labor organization, or governmental unit to oversee a workforce development program. Funding is intended to support the management and implementation of career-support services known as WIOA Title I Adult, Dislocated Worker, and EARN services. Eligible programs serve Lehigh and Northampton Counties in Northeast Pennsylvania.

The selected provider will be responsible for the delivery of career services:

  1. To the general population in concert with the Pennsylvania Department of Labor and Industry (PA DLI) staff funded through the Wagner Peyser Act.   
  2. To WIOA eligible adults and dislocated workers, who must be assessed, referred to training, including work-based services, and placed into unsubsidized employment.
  3. Including business services to employers in concert with WBLV Business intermediary staff and functional PA CareerLink® Lehigh Valley team.  
  4. Rapid Response for terminated and/or laid-off employees in concert with DLI staff.
  5. To EARN (welfare) participants by case managing participants to assure engagement in required work activities. 
  6. To participants who are the focus of discretionary grants awarded to the WBLV.

All career services to be delivered by the selected provider will be through the WBLV PA CareerLink® Lehigh Valley full-service comprehensive one-stop center or through one of the four (4) PA CareerLink® Lehigh Valley affiliate centers in the WBLV workforce area. The PA CareerLink® Lehigh Valley centers also house some one-stop partner staff. The partners work together to assist individuals and employers by coordinating services and leveraging funds. The selected provider will be expected to staff the five (5) PA CareerLink® Lehigh Valley centers.

The contractor will also be expected to provide business services that include:

  1. Outreach and recruitment of businesses that may benefit from One-Stop system services 
  2. Maintaining a database of business customers who participate in job fairs and other employer services
  3. Coordinating job fairs and hiring events
  4. Outreach and promoting on-the-job training contracts, as appropriate, for job-seeker and employer customers
  5. Appropriate recruitment referrals from WIOA and EARN to fill job openings.

The WBLV is seeking a single proposer to provide these services.

Estimated Size of Grant:

Approximately $1,820,000:
- Approximately $1,000,000 is available for outreach, recruitment, case management services, business services, job development, and placement as well as follow-up to serve 250 eligible adults and 250 dislocated workers.
- Approximately $820,000.00 is available for outreach, recruitment, case management services, business services, job development, and placement as well as follow-up to serve 150 EARN participants.
- The amount of $1,820,000.00 includes salaries and fringes for staff proposed but does not include facilities rental, phone, which shall be paid for by the WBLV.

Term of Contract:

July 1, 2021, to June 30, 2022. Renewable for four additional one-year periods.

Additional Eligibility Criteria:

Proposer(s) may be public or private not-for-profit corporations, local educational agencies, business and/or trade associations, private for-profit organizations, labor organizations, and governmental units including municipalities. Minority and women-owned businesses are encouraged to submit proposals.

Entities must have been in business in the United States for at least two (2) years prior to submission of an application. If proposer is a foreign corporation (not a PA Corporation) they must have a certificate from the PA Secretary of Commonwealth showing that they have filed the necessary documents to do business in the Commonwealth.
