Grants of up to $50,000 to Kansas nonprofit, private, and municipal sewage and water facilities for improvements and repairs to local sewer and water systems in eligible locations. Funding may be used for the planning and implementation of infrastructure design and construction projects. Priority will be given to projects that address areas of greatest need and serve those most at-risk. Applicants must serve Saline County.

    The County’s plan includes funding projects to construct, improve, and repair drinking water transmission and wastewater collection and treatment; control nonpoint sources of pollution; improve resilience of infrastructure to severe weather events, including flooding; create green infrastructure; manage and treat stormwater or subsurface drainage water; facilitate water reuse; and protect waterbodies from pollution.

    The following are types of projects and costs that are eligible under this program:

    • Improvements to enable systems to comply with drinking water regulations
    • Infrastructure capital improvements, including the installation and replacement of failing treatment, collection, and distribution systems
    • Construction, improvement, and repair of water or wastewater treatment plants
    • Controlling non-point sources of pollution
    • Improving resilience of infrastructure to severe weather events
    • Creation of green infrastructure
    • Protecting waterbodies from pollution
    • Storm water repairs and improvements
    • Engineering fees for design or construction of eligible projects

    If more eligible projects are received than can be funded, the County may make additional funding available and award that funding to additional projects in the order of their scoring priority.

    Utilizing matching funds is strongly encouraged. Projects that demonstrate matching funds will receive additional points towards the project score.

    Estimated Size of Grant:

    $50,000 or less is available per project.

    No more than 10% of the total available funds can be distributed to any single water and/or wastewater eligible project.

    Term of Contract:

    Implementation of the project should not extend beyond 2 years of the date of the grant award.

    Additional Eligibility Criteria:

    The grant program will support political subdivisions including incorporated cities, regional sewer/water districts, and entities that are eligible for the Environmental Protection Agency’s (EPA) Drinking Water State Revolving Fund and/or Clean Water State Revolving Fund, as well as private and not-for-profit facilities that are eligible for Drinking Water State Revolving Fund loans/grants.

    Pre-Application Information:

    An electronic copy of the proposal and supporting materials (e.g., project support letters from partners) in pdf format must be submitted to the County no later than 4:30 pm CST, on November 29, 2021.

    - October 22, 2021: Applications posted on County website
    - November 5, 2021: Applicant question submission deadline
    - November 15, 2021: Responses posted on County website
    - November 29, 2021: Applications due to the County no later than 4:30 PM
    - December 21, 2021: Grant awards announced and recipients notified
    - February 1, 2022: Grant Agreement signed
    - January 31, 2024: Any funds not expended by this date will be reallocated

    Funds will be disbursed on a reimbursement basis. If an applicant cannot cash-flow an otherwise eligible project, this must be clearly noted in the application and will be considered on a case-by-case basis.
