Grants of up to $5,000 and in-kind services to West Virginia community organizations to support watershed improvement projects. Funding is intended to help grantees create community-based partnerships to restore, protect, and enhance local watersheds. The purpose of the grant is to encourage citizens to work in partnership with appropriate state agencies so that the state's rivers and streams: (a) are safe for swimming, fishing, and other forms of recreation; (b) can support appropriate public and commercial purposes; and (c) can provide habitat for plant and animal life.

A Stream Partner is a community-based organization comprised of local citizens, industry, environmental groups, sportsmen, local government, and landowners that are interested in improving the quality of life in and around their stream and watershed.

In order to qualify for grants from the West Virginia Stream Partners Program, a group of representatives must be in the immediate area of a stream or streams. The application shall:

  • Identify the stream or streams to be restored, protected, utilized, or enhanced; 
  • Identify the representatives of groups applying for funds and the financially responsible entity to receive funds, all from the geographic area immediately surrounding the stream or streams. These identified individuals shall represent the general public, industry, environmental groups, sportsmen, forestry, agriculture, local government, tourism, recreation, and affected landowners, all located in the geographic area immediately surrounding the stream or streams; 
  • Demonstrate an ability to achieve, within the grant year, a specific improvement project that enhances the identified stream or streams; and 
  • Evidence a commitment to educate the citizens in the area of the identified stream or streams about the benefits of restoring, protecting, and enhancing the stream or streams in a responsible manner.

Grants may be used for the following types of watershed improvement projects:

  • Fish and wildlife habitat enhancement;
  • Stream bank stabilization and erosion and sediment control;
  • Education on the importance of protecting streams within the watersheds;
  • Water monitoring and watershed assessments include but are not limited to, stream classification, its natural meanders, and land uses;
  • Improved land use practices; and
  • Clean up projects when done in conjunction with above-mentioned projects.

The amount of the grant is not to exceed $5,000.

The grant year is from January 1 - December 31 each year.

Additional Eligibility Criteria:

Broad-based community organizations are eligible to apply.

Definition of a broad-based community organization: an organization comprised of local individuals from a cross-section of the community that live on or near the stream. Example organizations include those with a representation of a cross-section of industry, environmental organizations, agriculture, local government, tourism, recreation, and landowners.

Applicant must be willing to provide a match of cash and/or in-kind service contributions to complete sustainable watershed improvement projects.
