Grants to Washington local governments for economic and neighborhood development projects that primarily benefit low- and moderate-income residents. Funding is intended to support towns and cities with populations less than 50,000 and counties with populations less than 200,000. Eligible activities include construction, acquisition, and local assistance programs; and planning-only activities.

    Projects must principally benefit low- and moderate-income persons, or aid in the prevention or elimination of slums or blight.

    All CDBG funded activities must meet at least one of three national objectives:

    • Principally benefit low- and moderate-income persons
    • Prevent or eliminate slums or blight
    • Meet urgent needs posing serious and immediate threat to public health or safety

    Examples of eligible General Purpose Grant activities include:

    • Public facilities, such as water, wastewater, and streets
    • Community facilities, such as community centers, fire stations, homeless shelters, and child care facilities
    • Economic development, such as micro-enterprise assistance and public infrastructure
    • Affordable housing and housing rehabilitation 

    Construction, Acquisition, and Local Assistance Programs:

    • Acquisition, final design (only when part of a construction project), construction, reconstruction, or installation of public facilities and community facilities
    • Clearance, demolition, removal, and rehabilitation of building and housing
    • Activities in support of affordable housing
    • Some economic development activities, such as local micro-enterprise assistance programs and public infrastructure directly resulting in job creation

    Planning-Only activities:

    • Capital facility plans or asset management plans
    • Functional plans, in areas such as housing, land use, and economic development
    • Individual project plans and feasibility studies
    • Small area and neighborhood plans
    • Capital improvement plans
    • Environmental studies
    • Disaster resilience plans

    Funded construction or acquisition activities must provide the intended benefit for at least 10 years.

    $11,000,000

    Estimated Size of Grant:

    Maximum Grant Amounts:
    - $1,000,000 for construction and acquisition projects
    - $500,000 for local housing rehabilitation and assistance programs
    - $250,000 for local microenterprise assistance programs
    - $30,000 for planning-only activities
    - Investment limit is $35,000 per household or job created/retained

    Additional Eligibility Criteria:

    Eligible applicants are Washington State cities and towns with less than 50,000 in population or counties with less than 200,000 population not participating in a CDBG Entitlement Urban County Consortium.

    Special purpose districts, public housing authorities, port districts, community action agencies, economic development councils, other non-profit organizations, and Indian tribes are not eligible to apply directly to the state CDBG Program for funding, but may be a partner in projects and sub-recipient of funding through eligible jurisdictions.

    Ineligible Activities:
    - CDBG application preparation costs
    - New housing construction
    - Government buildings
    - Regular government operations
    - Facility maintenance/operations
    - Most equipment
    - Costs incurred prior to CDBG award
    - Professional servicesand contractors not procured following CDBG requirements
    - Most projects located in a CDBG entitlement area
    - Projects already awarded a CDBG General Purpose Grant

    Planning-Only activities also cannot fund:
    - Final engineering or architectural design/blue

    CDBG cannot fund construction contracts already underway.

    Pre-proposal Conference:

    The Department of Commerce is conducting a CDBG application webinar March 10th from 9:30am -11:30am. The purpose is to provide information on how to apply for funding for public facilities, community facilities, economic development and housing projects that principally benefit low- and moderate-income persons.

    Pre-Application Information:

    Application materials will be available soon after the webinar and due by 5:00 PM June 1, 2022, with awards announced by September 2022.

    Under limited circumstances, a local government could submit up to four unrelated General Purpose Grant applications each annual funding cycle. One for construction/acquisition, one for microenterprise assistance, one for housing rehabilitation, and one for planning-only activities.

    Costs incurred prior to the CDBG award cannot be reimbursed. Eligible costs will be reimbursed after a grant contract has been executed and the completion of the CDBG-specific procedures under NEPA and SEPA.
    - Planning-Only activities exception: Reimbursement for eligible costs for planning-only activities occurs only after grant contract execution and the CDBG-specific NEPA/SEPA procedures are completed.
