Grants of up to $75,000 to Texas nonprofit organizations, Indian Tribes, IHEs, and government agencies for volunteer program development activities. Funding is intended to support organizations in the planning stages of programs that will place members of the funding source in positions of service. Eligible proposals will discuss bringing the program to an organization for the first time and preparing the organization to administer an AmeriCorps State program in the future.

AmeriCorps is a national service program designed to improve lives and foster civic engagement utilizing AmeriCorps Members in full- or part-time terms of service. Members commit their time to address critical community needs like increasing academic achievement, mentoring youth, fighting poverty, sustaining national parks, preparing for disasters, and more.

Applications will discuss bringing the AmeriCorps program to an organization for the first time and to prepare the organization to administer an AmeriCorps State program in the future (with priority given to organizations seeking to focus on development of internal controls, hiring and training new staff, re-focusing and training existing staff, developing AmeriCorps specific policies and procedures, training in the areas of AmeriCorps Member Recruitment, Enrollment, Data Collection Systems, Member Supervision, or Cost Reimbursement Grant management, etc.) 

All planning grants must propose a program design that aligns with one of the six CNCS identified focus areas:

  • Economic Opportunity
  • Education
  • Health Futures
  • Veterans and Military Families
  • Rural Intermediaries

Grant recipients are awarded up to $75,000.

Term of Contract:

Applicants may propose a budget period start date of September 1, 2021 or later. The planning grant period is for 12 months.

Additional Eligibility Criteria:

The following Non-Federal Entities who have DUNS numbers and are registered in the System for Award Management (SAM) are eligible to apply:
- Indian Tribes
- Institutions of Higher Education
- Local Governments
- Nonprofit Organizations
- States

To be considered for funding, applicants must beet the following criteria:
- Must propose AmeriCorps program designs that will operate solely within the state of Texas
- Planning Grants are only available to legal applicant organizations that have not previously administered an AmeriCorps State grant in Texas or an AmeriCorps Planning Grant in Texas or to current AmeriCorps
Texas programs proposing to explore a multi-focused intermediary model.

A planning grant will not be used to support AmeriCorps members.

Pre-proposal Conference:

OneStar will host an informational webinar session covering introductory information related to the AmeriCorps Texas Planning Grant opportunity. Time will be allotted at the end of each session for participant questions. You must pre-register to attend the webinar of your choice by clicking on the date/time below. Attendance on the calls is encouraged but not required to submit an application. The call will be recorded; the recording and PowerPoint presentation will be available for download after the call.

Applications are due in eGrants and additionally required documents are due via email to by 11:59:59 PM Central on Thursday, April 8, 2021. Late or incomplete applications will not be accepted.

All applicants will be notified if they have been selected by June 8, 2021.

Applications must have a DUNS number and an Employer Identification Number. The DUNS number does not replace an Employer Identification Number. DUNS numbers may be obtained at no cost by calling the DUNS number request line at 866-705-5711 or by applying online: DUNS Request Service.

All applicants must register with the System for Award Management (SAM) and maintain an active SAM registration until the application process is complete and, if a grant is awarded, throughout the life of the award. SAM registration must be renewed annually. Applicants must use their SAM-registered name and address on all grant applications to OneStar Foundation.

Applicants must provide 24% of the total project costs in match. Match may be cash or in-kind.
